Amy Lopez
Board Member
Mrs. Lopez, a New Mexico native, brings over 20 years of expertise in the criminal justice field. She began her career in the Administrative Offices of an Adult Prison facility before advancing to the NMCD Reception and Diagnostic Center, where she was responsible for ensuring legal commitments to the Adult Prison Division. While completing her Bachelor’s Degree in Business, she was promoted to Classification Officer, overseeing inmate case management and parole planning. Mrs. Lopez then transitioned to the Probation Parole Division as a Community Probation/Parole Officer, supervising convicted felons on probation and parole in the community.
Her career continued to progress when she was promoted to Administrator, where she worked with Female Offender Services, ensuring contract compliance and providing guidance for a Women’s Residential Treatment Program. She later returned to the Probation Parole Division as an Administrative Law Judge/Hearing Officer, where she conducted and adjudicated Preliminary Parole Violation Hearings. Mrs. Lopez’s extensive experience in both Adult Prisons and Community Probation/Parole provides her with a comprehensive and well-rounded understanding of the criminal justice system.
Anne Murray

Born and raised in California. Graduated with a BA in English from UC Berkeley in 1971 and moved to Santa Fe.
Started as a Proofreader at the Legislative Council Service, worked at LCS for eight years, leaving as a Bill Draftsman. Spent the next years as a Judicial Planner for the Administrative Office of the Courts, Administrative Assistant to the Chief Public Defender and the Director of Administration for the Attorney General and later as a Legislative Analyst. Concluded Santa Fe legislative career as Chief of Staff to the Speaker of the House from 1995 to 2000.
Moved to Albuquerque and attended UNM Law School at age 53 in 2001 passing the bar in 2003. Worked for one year as a Public Defender in Metro Court, then worked as Associate University Counsel at the UNM Office of University Counsel for ten years until retirement.
Happy mother and stepmother of five adult children, nine grandchildren and one great grandchild.

Carol Slavens

Carol Slavens, a native of New Mexico, earned a bachelor’s degree in Administration of Justice with a minor in Sociology from Western New Mexico University. She began her career in public service as a legal secretary at the 6th Judicial District Attorney’s Office and El Refugio, Inc., where she supported Domestic Violence attorneys and worked in victim advocacy. Carol later retired from the State of New Mexico, having held positions with the Children, Youth & Families Department, and the New Mexico Corrections Department’s Probation & Parole Division.

Colleen McCarney

Colleen McCarney is a member of the New Mexico Adult Parole Board, bringing extensive experience in the field of corrections. She retired after more than 25 years with the New Mexico Department of Corrections, where she served as the Classification Bureau Chief. Throughout her career, Ms. McCarney held a variety of roles, including Correctional Officer, Classification Officer, and one of the first Unit Managers in the department. She earned her bachelor’s degree in Information Technology, graduating with honors from the University of Phoenix.
Dorothy Pouges
Board Member
Dorothy F. Pouges is the mother of four children. She has seven grandchildren and three great-grandchildren. She has been married to Pastor Robert Pouges, her high school sweetheart for 62 years. For the last 32 years, along the side of her husband, she has served the San Mateo community as a missionary at San Mateo Mission where her husband is the pastor.
She received her Bachelor of Science in Elementary Education and has taught in the New Mexico school system for 42 years before retiring in 1995. For the last 20 years, Dorothy has been known as “Grandma” to many students, teachers, and friends. She is still in the public school system as a Foster Grandparent and teaches children to read (kindergarten to 4th gr grade) and assist in the classrooms on a weekly basis.
For the last 19 years, Dorothy has coordinated and hosted the annual Dr. Martin Luther King Jr. Celebration in Grants, New Mexico.; which consist of bringing the community together through children with a breakfast and program recognizing the Dr. Martin Luther King Jr. national holiday and his many accomplishments.
In 2004, Dorothy F. Pouges was appointed as Parole Board Member for Grants Men’s and Women’s Prison and has continued to serve.

Roberta Lucero-Ortega

Roberta Lucero-Ortega’s career spans over three decades in the field of corrections and criminal justice. A proud graduate of the University of New Mexico, Ms. Lucero-Ortega earned a Bachelor of Arts in Criminal Justice in 1992, laying the foundation for a career dedicated to public safety and institutional excellence. Furthering her education, she achieved a Master of Social Work from New Mexico Highlands University in 2011, emphasizing the integration of social welfare principles into correctional practices.
Ms. Lucero-Ortega’s professional journey began as a Classification/Case Manager in 1992 at the Central New Mexico Correctional Facility. Over time, she progressed through increasingly responsible roles, including Classification Supervisor, Facility Program Manager and Classification Bureau Manager. In these capacities, she ensured accurate inmate classification, custody level assessments, and compliance with departmental policies. In these early roles, she was able to established a reputation for attention to detail and policy development that prioritize both security and rehabilitation.
From 2010 to 2019, Ms. Lucero-Ortega held several senior leadership positions, including Facility Unit Manager, Deputy Warden, and Warden at the various facilities within the New Mexico Corrections Department. In these leadership roles, she managed staff at all levels, the implementation of ACA and PREA standards, and coordinated educational, mental health, and work programs for incarcerated individuals. Notably, her tenure as Warden of the Western New Mexico Correctional Facility highlighted her ability to manage a safe and compliant institutional environment. After 27 years with the New Mexico Corrections Department, Ms. Lucero-Ortega retired from State government.
In 2019, Ms. Lucero-Ortega transitioned to the Metropolitan Detention Center (MDC) for Bernalillo County, where she accepted a contract role as Medical Contract Compliance Manager and later was appointed to Deputy Chief, Director of Policy & Compliance. While at MDC, she managed reforms tied to the McClendon Consent Decree, ensuring compliance with federal and local standards, and enhancing the quality of medical and mental health services. Ms. Lucero-Ortega collaborated with executive leadership and key stakeholders to facilitate data-driven decision-making and operational improvements to institutional accountability. In October of 2022, Ms. Lucero-Ortega retired for a second time.
Throughout her career, Ms. Lucero-Ortega has demonstrated an administrative insight, policy development, and a compassionate approach to corrections. Her dedication to upholding justice, institutional integrity, and advocating for reforms emphasizes a legacy of service within the criminal justice system.
